Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from multiple capitals. Immense energy is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a capability enabled by current data. From vantage locations, defense planes that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by Western nations. Every firing shakes the surroundings, causing tremors. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Ongoing Risks
Following this, a automatic firearm engaged a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that neighboring countries are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, undoubtedly, persist.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from assuming that the situation will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until situations evolve in its advantage.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
